Governance System

This is an unstructured collection of some thoughts on the governance infrastructure.

The different branches of the system, such as the executive, legislature and judiciary, must function 5 days a week, on all weeks except on national holidays, through the appropriate scheduling of rosters. Life goes on, the system must too.

Four bodies of the state — the judiciary, the government, the investigative body and the election commission, must be totally independent in their functioning with the human resource appointments handled by themselves and not by the government. The investigative body mentioned is a collective of all bodies and agencies that involve in any form of investigation. It includes the investigative wing of the police force (the other wing being law and order, which must stay with the government), various other state and central investigative agencies, comptrollers and auditors, and other such bodies and agencies.

All information related to the governance of a state and all communication with respect to public projects and schemes, except those of national security interests, must be publicly available without any application filings from its citizens, or any monetary cost. Citizens must have access to these information much like CEOs of companies have access to any data pertaining to their company, merely with some keystrokes, mouse clicks or a phone call.

The conduct of politicians in the parliament must be held responsible. Conducts such as not answering questions raised in the parliament, disrupting the working of the parliament using sonic disturbances, and making false allegations or statements must be punishable under law, at least on account of cheating the public.
